I am writing to urge you to support H.R. 660/S. 545, the Small Business Health Fairness Act. This legislation would provide access to affordable, quality health insurance for millions of uninsured Americans through Association Health Plans (AHPs.)

Based on an in-house survey of the Tire Industry Association’s members, the average small tire shop is experiencing increases in insurance premiums of 25-30 percent. As a small businessperson, I am deeply concerned about these rising costs because I want to provide good benefits for my employees.

Cost is the number one reason small business owners can’t afford to provide health insurance to their employees. Association Health Plan legislation would solve this problem. These bills could save small businesses 15-30% in health insurance costs and enable more of my employees to obtain health insurance.

This bill would allow me to group together with other small businesses to purchase more affordable insurance through a trade association. Large employers and unions are already allowed to take advantage of these economies of scale and administrative efficiencies, and I believe that is it only fair to allow small businesses the same opportunity. Without AHPs, I am at a competitive disadvantage and end up paying more to provide health benefits to my employees.

I strongly urge you to level the playing field and cosponsor Association Health Plans (AHPs). I hope I can count on your support for this sensible legislation that will help reduce the number of the uninsured in America.
